Public Consultations on Changes to the Clean Air Programme

The National Fund for Environmental Protection and Water Management (NFOŚiGW) invited residents, local government representatives, non-governmental organizations, and companies involved in the programme implementation to actively participate in consultations on changes to the “Clean Air” Programme. Submitted comments and proposals will constitute an important element of further work on the final shape of the changes.

Efficiency, Safety and Better Quality

Among the most important proposed changes are:

  • introducing exceptions to the requirement of a 3-year ownership period of the building,
  • enabling thermomodernization to be carried out on a smaller scale alongside the replacement of the heating source,
  • financing energy audits prior to submitting an application, without requiring applicants to use their own funds in advance.

Some changes are planned to be introduced in the short term. Others require additional arrangements — including with financing institutions — due to the use of funds from the Modernisation Fund. For this reason, the implementation process will be carried out in stages.

The planned solutions aim to streamline the application and settlement process, increase the safety of beneficiaries in cooperation with contractors, and improve environmental and quality standards of supported heating devices.

Consultations will take place from February 16 to March 16, 2026. During this period, three thematic meetings will be held:

  • February 24 – for representatives of local government units,
  • February 25 – for non-governmental organizations,
  • March 9 – for representatives of the contractor sector implementing investments under the Clean Air Programme.

Objective: Improving Air Quality

The Clean Air Programme aims to improve air quality and reduce greenhouse gas emissions by replacing inefficient heating sources and improving the energy efficiency of single-family buildings. It assumes the modernization of 2.5 million residential buildings by 2032, contributing to the reduction of low emissions and improvement of living conditions.

In its current form, the programme has been in operation since March 31, 2025. According to NFOŚiGW, implementation experience, numerous meetings with local governments across Poland, and analysis of submitted feedback have identified areas requiring clarification and improvement.

The aim of the proposed changes is to increase accessibility of support, simplify procedures, and better align the programme with the actual financial and organizational capacities of beneficiaries.
