Summary of LIFE Malopolska – May 2025!

The competence centre coordinates activities to strengthen the implementation of the Air Protection Programme. It provides continuous support and training for eco-managers in all relevant fields. The centre also develops tools to support the work of the eco-managers.

Highlights:

  • A stationary LIFE Information Day, organised by the National Fund for Environmental Protection and Water Management, took place in Warsaw on 13 May. The event was the central point of this year’s activities promoting the LIFE Programme in Poland. It was an opportunity to exchange experience, present projects and meet representatives of funding institutions and beneficiaries. The event was attended by representatives of the LIFE Project Małopolska in a healthy atmosphere.
  • On 15-16 May, a national seminar entitled “Cities and municipalities in the process of green energy transition” was held in Jadwisin. The seminar brought together more than 80 representatives of local authorities, institutes, foundations and associations from all over Poland, and its main theme was the role of cities and municipalities in the process of green energy transition, with a particular focus on the challenges and opportunities arising from European and national climate and energy policies. Also presented were opportunities and examples of RES use and ways to increase energy efficiency in district heating systems and the building sector. Participants explored and discussed these issues during expert presentations, a panel discussion and a good practice session in small groups.
  • On 26 May, representatives of the Competence Centre attended a training course on the operation and practical use of the Central Emission Evidence for Buildings (CEEB) at municipal level. The training was organised for eco-managers, civil servants and also municipal wardens who use CEEB in their work.
  • On 28 May, the Marshal’s Office of the Małopolska Region published a summary of data from all municipalities and districts regarding the implementation of the Air Protection Programme for the Małopolska Region in 2024. The summary of the implementation of tasks resulting from the Programme contains a range of information concerning, inter alia: elimination of out-of-class heating devices, thermo-modernisation of buildings, investments in RES. An important element of the summary is also information on the expenses incurred and the environmental effects achieved.
  • By 2024, outdated, inefficient solid fuel heat sources in 16,273 buildings and premises had been eliminated. In parallel with the replacement of heat sources, the residents and local governments of Małopolska intensified their efforts to improve energy efficiency. There were 6,359 thermal modernisations of residential buildings and 13,647 investments in renewable energy sources (RES).
  • Municipalities also carried out intensive inspection activities in terms of enforcing the provisions of the anti-smog resolution and the waste incineration ban. A total of 24,667 inspections were carried out, as a result of which 1,677 cases of non-compliance with the provisions of the resolution and 852 cases of waste incineration were found. Nearly 500 educational actions were organised throughout the province. A growing group of 270 eco-managers, financed among others from European Funds, was responsible for their implementation. Małopolska region has also been enriched by 58 new ecological buses and 40 kilometres of bicycle routes. Nearly 200 campaigns promoting walking, cycling and public transport were carried out.
  • These measures will reduce PM10 emissions by 687 tonnes in 2024, PM2.5 emissions by 673 tonnes and benzo(a)pyrene emissions by 209 kg.
  • On 29 May, a consultation meeting was held, at which representatives of the National Fund for Environmental Protection and Water Management presented proposals for access and possible scope of data for representatives of local government units or non-governmental organisations to the Central Clean Air Database – an IT system designed to monitor implementation and improve reporting on the status of implementation of the Clean Air Priority Programme.

“Eco-intervention” application

In May, 268 applications were accepted through an application also available on the website

Specified were:

  • 161 reports of air pollution,
  • 53 reports of wild dumps,
  • 31 reports of sewage and waste discharge,
  • 23 reports classified as ‘other’ reports,

The Competence Centre responded to more than 70 enquiries addressed to the Marshal’s Office of the Małopolska Region in the form of e-mails and 20 enquiries by telephone.
