An appeal to the Climate Minister: we need quality standards for the coal and pellets we are selling!

The Deputy Marshal of the Małopolska Region, Tomasz Urynowicz, made an appeal to the Minister of Climate, Michał Kurtyka, to prepare new quality standards for approved coal and to prepare such standards for pellets. No quality regulations regulate the sale of this biofuel. Pellet furnaces are increasingly being chosen as a source of heat in view of limited access to gas and heating infrastructure. This is the case both in newly built houses and when replacing old type boilers.

The good news is that in less than a month, on 1 July 2020, the ban on the sale of coal slurries comes into force. In Małopolska, the anti-smog resolution has not allowed their use for three years. The availability of fine coal on the market severely limited the effectiveness of regional regulations. And yet it is the regulations at the government level that should be the pillar supporting local and regional activities. This is why we are asking for a review of existing regulations and the introduction of stricter requirements for solid fuels.

Quality standards for coal

The Małopolska initiative appeared because, pursuant to Article 3a of the Act on the system for monitoring and controlling fuel quality, the Minister for Energy should review the quality requirements for solid fuels at least once every two years, and the results of this review constitute a basis for changing standards. The two-year period for the introduction in Poland of regulations governing the requirements for commercially available coal is now passing, and therefore their review is legally justified. It is also advisable because the quality requirements for coal, as set out in the Regulation of the Minister of Energy of 2018, are different from those imposed by European standards, setting out the criteria for emissions and efficiency of heating boilers. Meanwhile, the use of insufficient quality fuel even in modern, certified furnaces does not guarantee the reduction of air pollution.

Quality standards for pellets

It is also important to introduce quality standards for the increasingly popular pellets. In Poland, there are no regulations concerning its composition and production. It is therefore impossible to eliminate from the sale of poor-quality pellets containing large quantities of mineral substances (e.g. ash) and even plastics. Users of pellet boilers are not aware that the fuel they use has not much in common with the struggle for clean air.

I hope that the Ministry of the Climate will quickly work on preparing new quality standards for solid fuels permitted for sale. The new regulations should guarantee the possibility of meeting emission levels for solid fuel furnaces, as defined in the EU Ecodesign Regulation. This will lead to a rapid improvement in air quality in Poland.

One of the partners of the LIFE project – “Małopolska in a healthy atmosphere” is the town of Bochnia. The aim of the project is the implementation of the Air Quality Plan for the Małopolska Region. Bochnia is actively involved in the project by organising many educational events. Below we present selected activities implemented under the LIFE project.

Earth Day in Bochnia

Every year on 22 April we celebrate Earth Day. On this occasion, in the Town Kindergarten No. 4 in Bochnia, classes on air protection were held. About 40 preschoolers participated in the Eco-Manager classes. The meeting was initiated by a discussion on air and smog. The children actively participated in the activities and answered the questions asked. Together with the Eco-manager, the participants were looking for a way to improve the air quality in their surroundings. At the end, an eco-book was displayed, in which the issues of waste segregation, energy saving, as well as the use of renewable energy sources were discussed. Each child received a small gift – a badge with the slogan “Clean air guard”.

European Mobility Week

September is an opportunity to organise events every year as part of the European Mobility Week. The ETZT is also organised by the Bochnia City Council. Throughout the week, people who have reached selected places in the municipality by bicycle could enjoy a delicious coffee. Game lovers took part in a field game based on the Pokémon Go application. The most persistent won prizes, which were presented to them by Stefan Kolawiński, Mayor of Bochnia. In Public Primary School No. 7 in Bochnia, classes dedicated to air protection through the use of ecological means of transport were held.

The eco-manager encouraged the youngest to wisely and consciously choose the forms of transport that are the most ecological and low-emission.

Relaxation and education

On 21-22 September, St. Kinga’s Square was transformed into an activity and leisure zone. Residents could see what a city street without car traffic could look like. On the section excluded from traffic, “green alleys” equipped with live plants were set up. Residents were able to rest on deckchairs and benches. This place allowed passers-by to relax and rest.

On the street closed to traffic, ecological workshops with Eco-manager for high school students were held. In the first part of the workshop, there was a conversation on the sources of air pollution, low emissions and renewable energy sources. The second part of the workshop is the development of communication solutions for Bochnia by students, as well as the possibilities of using renewable energy.

On the day of the World Car Free Day, BZK’s public transport was running for free. Also on that day a cycling town was installed in the Market Square, and in the so called RES Bus, it was possible to get information about ecological ways of heating houses.

Competition – “Recycled toy”

On September 20, 2019, at the Niepodległości estate, awards were held in the “Toy from recycling” competition. Organized by the Bochnia City Hall for primary school students in Bochnia. The prizes for the authors of the best works were presented by the deputy mayor of Bochnia – Gustaw Korta.

“The aim of the competition was to interest students in the topic of low emissions, to identify the problem of air pollution associated with waste incineration and to raise awareness among school children and young people about environmental protection”.

Summary of the second phase of the LIFE project in the Bochnia Town Municipality:

During the implementation of the second phase of the LIFE project – Małopolska in a healthy atmosphere, a number of educational campaigns were organized in the Andrychów Commune to increase the awareness of residents about air care. The eco-manager tried to reach the inhabitants of various age groups, ranging from the youngest residents of the commune to seniors.

Oxford debate

The Oxford Debate was organised in May 2018 on the occasion of Green Week. The debate was attended by students of the second and third grade of the Middle School. They represented 6 opinion-forming groups: parents of small children (including those with asthma and allergies), representatives of gasworks, athletes, the elderly, miners and producers of solid fuel boilers, as well as the audience. At the beginning, the Mayor of Andrychów – Tomasz Żak gave a thesis:

I am introducing a local law which says that, from 1 June 2018, any resident who wants to replace an old non-ecological coal boiler with a new heating appliance will have to install a gas boiler. In this way, the coal-fired boilers will be gradually eliminated from the Andrychów Municipality

After the debate, the audience voted in favour or against. A discussion began, in which all groups took part, presenting their positions. At the end of the discussion, the vote was repeated, the result of which was different from the first. The debate was an excellent form of education based on real-life examples from different social and professional groups. Apart from Mr Mayor, they listened to the debate: Ewa Rohde-Trojan, Head of the Environment Department of Agriculture and Forestry, and Michał Kołodziejczyk, Director of the USSR in Inwałd. All participants of the discussion were awarded with gifts.

Educational stand during the charity event “Race for the Heart of the Zbój from Złota Górka”

16 September 2018. The Municipal Office in Andrychów organised a charity event “Race for the Heart of the Zbój from Złota Górka”. During the event, an educational stand was prepared with competitions, rebuses, crosswords and artistic tasks for children and young people. Prizes purchased as part of the LIFE project were distributed among the participants. Additionally, brochures and leaflets on air protection were distributed at the stand.

Educational stand during the “Active Senior’s Day”

In October 2018, the second edition of the Andrychów Senior Fair took place, where we prepared an educational stand. Eco-manager among Seniors distributed wing flowers, books and leaflets on the impact of polluted air on human life and health.

 All Seniors, and there were about 150 of them, learned what actions should be taken to protect their health during the days with exceeding the concentrations of dust in the air.

XV Municipal Ecological Competition entitled: “Take care of the air – don’t burn trash

In November 2018, the Ecological Competition entitled: “Take care of the air – don’t burn the rubbish” was decided. The competition was dedicated to pupils of kindergartens, primary schools and junior high schools located in the Andrychów Municipality. Pupils prepared art works, essays, films and solved a knowledge test. All participants were awarded. The competition was attended by 159 pupils. Pupils found out why it is worth taking care of clean air and how it affects our health. Additionally, the eco-manager informed the participants where to find information about air pollution in our Commune.

Education stand during BAJKOLAND

2 June 2019. The Centre for Culture and Leisure in Andrychów organised BAJKOLAND – an event dedicated to children on the occasion of their celebration. The eco-manager and employees of the Department of Environmental Protection, Agriculture and Forestry of the Municipal Office in Andrychów prepared a number of quizzes, rebus, colouring books and puzzles on ecological issues related to clean air. For properly performed tasks, children received small gifts and parents received leaflets on proper waste segregation and air pollution.

Main events

  • In connection with the COVID-19 pandemic and the Regulation of the Minister of Health of 20 March, 2020 on the declaration of an epidemic in the territory of the Republic of Poland and the resulting restrictions, the implementation of activities under the LIFE project has been limited. Due to the introduced regulations, it was not possible to organize scheduled events with the participation of many participants. Moreover, the work of eco-managers was limited due to the closure of offices, remote work and the inability to accept clients.
  • On 29 May, the report for the second phase of the LIFE integrated project “Implementation of the air protection program for the Małopolska Region  – Małopolska in a healthy atmosphere” was sent to the European Commission
  • On 11 May, a series of #AkademiaCzystegoPowietrza webinars, organized by the Ministry of Climate, the National Fund for Environmental Protection and Water Management and the Polish Smog Alert, began. Eco-managers were included in the process of creating webinars with an advisory voice.
  • Eco-managers distributed a total of over 500 information and educational materials and provided over 8000 advice to the inhabitants of Małopolska.

C.1. Eco-managers

Advice and help for residents

In May, Eco-managers employed under the LIFE program provided advisory assistance to the inhabitants of Małopolska in the following dimensions:

  • 1014 people admitted to the office,
  • 6639 by phone,
  • 571 in writing or by e-mail
  • 72 during visits

They conducted 88 inspections of residents in the field of waste incineration. In 8 cases, violations of the provisions were found.

Surveys from residents and applications for funding

Eco-managers were involved in collecting questionnaires from residents and considering applications for co-financing.

In May:

  • 142 questionnaires were collected from residents interested in using the subsidy,
  • 143 applications of residents or entities for co-financing were examined,
  • 224 contracts were signed with residents or entities for co-financing and 73 such contracts were settled.

The eco-managers have entered or updated data on 1042 buildings in the heating base.

C.2 Centre of Competence

List of low-emission heating devices

The list of low-emission solid-fuel heating appliances meeting eco-design requirements, available at www.powietrze.malopolska.pl, includes a total of 331 boilers and space heaters.

ECOINTERVENTION” application

In May, with the “Eco-intervention” application The project is available at https://ekomalopolska.pl/app/ekointerwencja/index.html. 384 applications were received (23 concerned enterprises and 361 residents).

You can specify:

  • 233 notifications concerning air pollution,
  • 135 illegal waste exports,
  • 16 other applications. 

More than 100 telephone calls were answered by the UMWM hotline.

E.2. Local information and education activities in the field of air protection

Educational materials on air protection

Eco-managers in communes:

  • prepared 5191 leaflets and brochures and 58 posters,
  • distributed 461 leaflets and brochures as well as 14 posters,
  • prepared 10 and distributed 24 other educational and promotional materials (promotional materials, leaflets related to the Clean Air Program).

Meetings and events

Eco-managers organized meetings and events:

  • 11 meetings with local leaders (teleconferences with councilors, mayors), 91 people in total,
  • 5 other air protection events attended by 8770 people.

Eco-managers transferred some of their activity to the Internet. They organized various competitions and workshops via social networks. An interesting example is the competition organized by the eco-contractor from Limanowa, entitled “Recycled bag” with the LIFE logo and tests for older students on environmental knowledge as part of Earth Day celebrations.

E.3 Creating networks for the exchange of experience with other projects

New rules for the Clean Air Programme

Since 15 May, the government’s Clean Air programme, under which it is possible to obtain a subsidy for furnace replacement and other energy-saving measures (thermomodernisation, replacement of woodwork), has started operating on new, simpler rules.

On this occasion, the National Fund for Environmental Protection and Water Management together with the Ministry of Climate Change and the Polish Smog Alarm started a series of webinars #Clean Air Academy, which was inaugurated on 11 May. During the meeting, it was possible to find out, among other things, who is entitled to receive funding from the project, what documents are necessary and how to submit an application. The meeting was attended by eco-managers and employees of the Competence Centre.

Further meetings were held on 18 May and 25 May. The specialists discussed the requirements concerning product cards and energy labels for heating and ventilation devices and anti-smog resolutions in Poland in the context of the “Clean Air” programme. The second meeting, however, concerned the thermos modernization tax relief.

V Edition of Smogathon

On 18 May, a working meeting of the Krakow Technology Park, Qubit and representatives of the Competence Centre took place on the winning project of the fifth edition of Smogathon.

Last year’s edition was won by a project called “Project of the Platform for reporting information about industrial failures”.

Presentation of research results concerning air quality in Poland

On 21 May, a videoconference was held with the participation of the employees of the Centre of Competence, the Deputy Marshal of the Małopolska Region, the Krakow Smog Alarm and the European Clean Air Centre. The subject of the meeting was to present the results of research on air quality in Poland, as well as changes in the Air Protection Programme for the Małopolska Region.

Meeting on improving air quality in Poland

On 25 May, representatives of the Centre of Competence participated in a videoconference organised by the Ministry of Development together with representatives of the world of science (Elena Claire Ricci, University of Verona, Mark Andreas Andor, RWI – Leibniz-Institut für Wirtschaftsforschung, Seweryn Krupnik from the Jagiellonian University). The meeting concerned the possibility of creating an effective strategy for communicating to residents the need to take action to improve air quality. It was also a platform for exchanging observations and experiences in this area.

E.4. Promotion of the project implementation

In May, the Eco-managers prepared:

  • 14 press articles,
  • 111 articles and posts on the Internet and social media,
  • and used other media 34 times

Additionally, the eco-managers took part in the media information related to the project.

F.1. Project management

On 29 May, the report on the second phase of the LIFE IP project was sent to the European Commission.

Main events

  • In connection with the COVID-19 pandemic and introduced by the Regulation of the Minister of Health of 20 March 2020 on declaring the state of the epidemic in the Republic of Poland and the resulting restrictions, the implementation of activities under the LIFE project was limited.   • 22 April was celebrated as World Earth Day. Due to the existing epidemiological situation, the eco-managers encouraged to take part in online activities organised by the Ministry of Climate. 
  • Due to the state of epidemic danger, the Board of the Małopolska Region decided to extend work on a new Air Protection Programme. The change of the schedule is to serve, among other things, better contact with the inhabitants of Małopolska. The interested parties could only submit comments on the programme via the Internet, due to the current epidemiological situation.
  • In total, the eco- managers distributed almost 1 000 information and educational materials and provided over 5 000 pieces of advice to the inhabitants of Małopolska.

The eco-managers have entered or updated data on 3066 buildings in the heating base.

C.2. Competence Center

List of low-emission heating devices

The list of low-emission heating devices fired with solid fuels, meeting the Ecodesign requirements, available on the website www.powietrz.malopolska.pl, includes a total of 317 boilers and space heaters.

Application “ECOINTERVENTION”

In April, 535 applications were submitted via the “Ekointerwencja” application available on the website https://ekomalopolska.pl/app/ekointerwencja/index.html (30 concerned enterprises, while as many as 505 inhabitants).

Can be listed:

  • 321 notifications of air pollution,
  • 187 illegal disposal of waste,
  • 15 other entries.

As part of the hotline operated by UMWM, over 90 telephone reports were answered.

E.1 Regional media campaign for clean air

The Marshal’s Office of the Małopolska Region has just completed another part of the educational and information campaign addressed to the inhabitants of Małopolska.

At the beginning of February, billboards were located in the area of access roads to cities, near crossroads and roundabouts. This made it possible to reach a large group of recipients who travelled along busy routes. The billboards were located in 24 towns with 37 banners.

During the campaign, 22 sponsored articles were published in 10 different newspapers. The articles were published in the national, regional, local and specialist press as well as in the social press. For those using e-publications, the articles were available for three months in digital form on the publisher’s website

As part of the campaign, a thematic newspaper was created. The newspaper was printed with a circulation of 81000 copies. The distribution took place in 21 localities. The newspaper was distributed to residents in frequently frequented places (market squares, car parks near shops). It was also distributed to mailboxes of detached houses.

The leaflets were printed in a circulation of 41 000 pieces. Each commune and county district office was supplied free of charge with 200 pieces. With the help of eco-managers and commune employees, the leaflets were delivered directly to the inhabitants. They were also available during a visit to the Commune Office. The posters were printed in 4200 pieces. Each municipality received 20 posters free of charge.

The campaign was conducted on the Internet for people using social media. Four types of posts and a short video were published on Ekomałopolska’s Facebook profile, 7 posts in total.

E.2. Local information and education activities in the field of air protection

Educational materials on air protection

Eco-managers in communes:

  • prepared 1515 leaflets and brochures and 1 poster,
  • distributed 979 leaflets and brochures as well as 5 posters,
  • prepared 19 and distributed 60 other educational and promotional materials (promotional materials, leaflets related to the Clean Air Program).

Meetings and events

Eco-managers organized meetings and events:

  • 1 remote class for students attended by 40 people,
  • 3 meetings with local leaders (22 people in total),
  • 6 other air protection events attended by 86 people.

E.3 Networking with other projects

Social consultations of the Air Quality Plan for the Małopolska Region

In connection with the social consultations of the Air Protection Programme for the Małopolska Region, the deadline for sending individual comments ended on 10 April, and on 16 April for municipalities and districts. However, by postponing the statutory deadline for the adoption of the AQP by the Sejmik of the Małopolska Region from 15 June to 30 September, the second stage of social consultations may take place at the turn of June and July.

New tasks of the Eco-Malopolska Council

The Eco-Malopolska Council is working on new environmental protection solutions that will prove their worth in the new economic reality of Małopolska after the coronavirus epidemic has stopped. The activities will concern, among others, the construction of an ecological bonus, development of renewable energy sources for private use or obtaining hydrogen from municipal waste.

E.4 Promotion of project implementation

In April, the Eco-managers prepared the following:

  • 3 articles in the press,
  • 73 articles and posts on the Internet and community media,
  • and 28 times other media

In addition, the eco-managers took part in 2 radio and TV broadcasts related to the project.

Since 15 May, the government’s Clean Air programme, under which it is possible to obtain a subsidy for furnace replacement and other energy-saving measures (thermo-modernisation, replacement of windows and doors), is starting to operate on new, simpler rules. The National Fund for Environmental Protection invites you to a webinar on Monday 11 May this year. During the meeting, you can find out, i. a. who is entitled to receive funding from the project, what documents are necessary and how to submit an application.

Simpler grant rules, shorter processing times, higher funding for people on low incomes – these are the most important changes in the government’s Clean Air programme, which can be used by those who replace their heater with a green one. The new rules will start to apply from 15 May.

Clean air is a programme designed for owners or co-owners of single-family residential buildings who decide to invest in reducing the emission of harmful dusts into the atmosphere. The basis of the programme is a subsidy for the replacement of an old furnace with solid fuels in accordance with EU standards. However, the subsidy covers a number of other measures to save heat and energy: insulation of the building, replacement of windows and doors, etc.

According to the new provisions, persons entitled to the basic level of co-financing can receive basic support up to PLN 20 thousand. If the investment includes a more efficient heating source, i.e. a heat pump, it is possible to get up to PLN 25 thousand, and if photovoltaic panels are installed, the total payment will reach even PLN 30 thousand.

 Air is a common good, and the effort to keep it clean should be supported. Such support is provided by the Clean Air Programme, a specific financial aid, which has so far been somewhat complicated to obtain. I am very pleased that subsidies from the Clean Air Programme will now be more readily available to ordinary residents of Małopolska. I would also like to remind you that eco-advisers in several dozen municipalities are at your disposal to help you with formalities and complete documents.

  • 156 applications of residents or entities for co-financing were examined,

Eco-managers have entered or updated data on 4320 buildings in the heating base.

C.2 Centre of Competence

New application “Eco-intervention”

On 10 March, a free “Eco-intervention” application was launched, which is available in the Play Store, App Store and also in a web version. It can be used to report, for example, suspicion of waste incineration, use of devices which do not comply with the requirements of the anti-smog resolution, illegal waste dumps or discharge of sewage into the environment. The information is automatically directed to the relevant local control authority. The reactions of the offices to residents’ reports are monitored by the Marshal’s Office of the Małopolska Region.

The list of low-emission solid-fuel heating appliances meeting eco-design requirements, available at www.powietrze.malopolska.pl, includes a total of 312 boilers and space heaters.

Eco-intervention form

In March, using the eco-intervention form, available at https://powietrze.malopolska.pl/ekointerwencja, 82 applications were received from 1 to 11 March, of which 82:

  • 61 related to waste incineration
  • 1 sale of poor quality coal,
  • 1 breach of environmental regulations by entrepreneurs,
  • 19 operation of equipment or combustion of fuels that do not comply with the requirements of the so-called anti-smoke resolution.

In March, 705 applications were submitted using the new “Eco-intervention” application available on https://ekomalopolska.pl/app/ekointerwencja/index.html and in the Play and App Store, launched on 10 March. Entrepreneurs submitted 39 reports on air pollution, while residents made as many as 420 such reports.

The hotline operated by UMWM answered over 100 telephone calls.

C.3 Support for the implementation of the ban on the use of solid fuels for heating in Krakow

The staff employed in the LIFE project are involved in the verification of applications and accounting for grants to replace boilers. In March:

  • they carried out 14 durability inspections, 159 inspections of the ban on operating solid fuel equipment.

E.1 Regional media campaign for clean air

The next edition of the information and education campaign, presenting the benefits of replacing coal boilers with modern heating devices, has been in progress for a month now. The aim of the campaign is to inform about the antismog resolution in force in Małopolska. The campaign is addressed to the inhabitants of small towns in Małopolska, encouraging them to take advantage of subsidies under the “Clean Air” programme and thermomodernization tax relief. Billboards have appeared on the streets of Małopolska’s towns and cities. The action involved municipalities that joined in the distribution of educational materials. Each municipality received 200 leaflets and 20 posters (41,000 leaflets and 4,200 posters in total). Currently, a thematic newspaper is being distributed – it consists of 4 pages and focuses on anti-smog resolution, eco-intervention and forms of co-financing for the replacement of heating sources. The newspaper was distributed in 21 localities with a circulation of 81,000. In March, an Internet campaign was launched.

It consists in publishing sponsored posts on a fanpage:https://www.facebook.com/EkoMalopolska/. The posts are maintained in the same trend as the other parts of the campaign, which also met with great interest among the inhabitants of Małopolska. The campaign is implemented in cooperation with the Krakow Smog Alarm.

E.2 Local air protection information and education activities

Educational materials on air protection

Eco-managers in municipalities have prepared and distributed educational materials on air protection. In March they prepared 760 leaflets and brochures and 21 posters. They distributed 21 806 leaflets and brochures and 117 posters. In addition, they prepared 3746 and distributed 3826 other educational materials (children’s books and colouring books, pens, notebooks, reflectors).

Meetings and events

Eco-managers have organised numerous meetings and events:

  • 6 meetings in schools and kindergartens, attended by 280 people,
  • 9 meetings with residents, attended by 215 people,
  • 16 meetings with local leaders (chiefs, mayors, representatives of Smog Alarm, PEC, energy advisors) with a total of 90 people,
  • 5 other air protection events, attended by 495 people (heating equipment demonstrations, meetings with an eco-manager for business).

E.3 Creating networks for the exchange of experience with other projects

Social consultations of the Air Quality Plan for the Małopolska Region

The Board of the Małopolska Region has adopted a draft Air Quality Plan for the Małopolska Region. The project will be subject to public consultations, which will last until April 10th. Those interested may familiarise themselves with the proposed corrective measures and new obligations for communes, districts, entrepreneurs and all inhabitants of Małopolska.

LIFE EKOMAŁOPOLSKA “Implementation of the Regional Action Plan for Climate and Energy”

The Małopolska Region submitted an application to the European Commission to implement the LIFE EKOMAŁOPOLSKA project “Implementation of the Regional Action Plan for the Climate and Energy” together with 25 partners. These are the Ministry of Development, the Silesian Voivodship, the AGH University of Science and Technology, the European Clean Air Centre, the cities of Kraków, Tarnów and Nowy Sącz, and 18 poviats of the Małopolska Region. In case of a positive decision of the European Commission, the implementation of the integrated project LIFE EKOMAŁOPOLSKA will start in January 2021 and will end in December 2030. The programme will promote the use of renewable energy sources, improve energy efficiency and implement EU climate protection aims.

E.4 Promotion of project implementation

In addition, in March, the Eco-managers also prepared:

  • 14 articles in the press,
  • 91 articles and posts on the Internet and community media
  • They have used other media (e.g. wall newspapers and information boards) 35 times.

Additionally, the eco-managers took part in 2 radio or TV programmes which were related to the project.

F1. Project management

In March, an external financial audit of the second phase of the LIFE project was carried out. After the completion of the second phase of the LIFE Integrated Project, the Co-ordinating Beneficiary prepares a financial report on the costs incurred by all Partners of the LIFE Integrated Project. He is obliged to submit to EASME a certificate on the financial statement, presented by an external auditing company. This certificate shall apply to the 2 main Partners of the LIFE Integrated Project: Małopolskie Voivodship and Municipality of Krakow. The purpose of the external audit is to support the payments applied for by the Beneficiary under article l.4.1 of the Grant Agreement. The audit covered the period of the 2nd phase of the LIFE Integrated Project (01.04.2018-31.12.2019).

The promotion of renewable energy sources, improvement of energy efficiency and actions for climate protection – these are the most important assumptions of the new integrated project LIFE EKOMAŁOPOLSKA, which the Małopolska Region with 25 partners from the world of science and local governments intends to implement with EU funds. The value of the project is PLN 70 million. The agreement was signed on Monday 2 March in the main building of the AGH University of Science and Technology in Krakow.

26 partners submit an application to the European Commission

The Małopolska Region submitted an application to the European Commission to implement the LIFE EKOMAŁOPOLSKA project “Implementation of the Regional Action Plan for the Climate and Energy” together with 25 partners. This is the Ministry of Development, the Silesian Voivodeship, the AGH University of Science and Technology, the European Clean Air Centre, the cities of Kraków, Tarnów and Nowy Sącz, and 18 poviats: Bocheński, Brzeski, Chrzanowski, Dąbrowski, Gorlicki, Kraków, Limanowski, Miechowski, Myślenicki, Nowotarski, Nowosądecki, Olkuski, Oświęcimski, Powowicki, Suski, Tarnowski, Wadowicki, Wielicki. Foreign partners of the project will be the Institute for Energy, Climate and Environment in Wuppertal and the Brandenburg Technical University in Cottbus. The project in Małopolska is also supported by the Minister of Climate, the Minister of Science and Higher Education and the Prime Minister’s Plenipotentiary for the Clean Air Programme.

It is an important day and an important moment for the inhabitants of Małopolska. The agreement signed today would not have been possible without the participation of many local government entities, especially the Silesian Voivodship and the AGH University of Science and Technology. As a result of the signing of this agreement, we will be applying for quite a lot of money, because about PLN 70 million. These funds will be used, among other things, to increase the use of renewable energy sources and improve energy efficiency.

The signing of the agreement on Monday was attended by the following people Undersecretary of State in the Ministry of Development Krzysztof Mazur, Marshal of Małopolska Region Witold Kozłowski, Deputy Marshal of Małopolska Region Tomasz Urynowicz, Member of the Board of the Silesian Region Izabela Domogała, Vice-Rector of AGH University of Science and Technology Professor Jerzy Lis and Vice President of the Board of the European Clean Air Centre Łukasz Adamkiewicz. The representatives of the mentioned cities and poviats were also present.

This project is part of the whole list of measures we take for the environment. These include the previous LIFE project, dedicated to issues related to air protection, the Eco-Malopolska project, related to education and bringing environmental problems closer to the inhabitants, and the Air Quality Plan, a document we are working on which will help us to respond to challenges related to climate policy.

The competition will be great!

In the event of a positive decision of the European Commission, the implementation of the integrated project LIFE EKOMAŁOPOLSKA will start in January 2021 and end in December 2030. The programme will promote the use of renewable energy sources, improve energy efficiency and implement EU climate protection goals.

Małopolska has experience

The Małopolska Region is already implementing one integrated LIFE project “Implementation of the Air Protection Programme for the Małopolska Region – Małopolska in a healthy atmosphere”. The project has been implemented since October 2015. So far it is the only LIFE integrated project in Poland. The total value of the project is 17 million EUR. The aim of the project is to integrate air quality improvement activities in order to fully implement the requirements of the Air Quality Plan for the Małopolska Region. The project is carried out in cooperation with 67 partners, including 62 municipalities in the Małopolska region.

The meeting was organised as part of the implementation of the WP3 action of the LIFE EKOMALOPOLSKA project “Implementation of the Regional Action Plan for Climate and Energy for the Małopolska Region – Technical Assistance”. (881599 – LIFE-TA-2019), funded by the European Union’s LIFE programme.

You’re invited to participate in the 2nd International Ecological Film Festival, held on August 19-25, 2019 at the Vistula Boulevards in Krakow.

The event includes many attractions. Every day, ecological films will be presented in three outdoor cinemas. Workshops, shows and exhibitions will take place in the festival town. Event participants will be able to join the exchange of PET bottles for reusable water bottles made of biodegradable plastic. You can get a water bottle for 10 PET bottles brought. The Eco-Malopolska tent will also be tasting mineral waters from health resorts from the Malopolska Region.

During the festival, participants will be able to get on energy vaporizers that will supply the festival town with electricity. The organizers also prepared workshops for children and adults on renewable energy sources. Workshop participants will learn how to produce energy without emissions. On the 6th day of the festival, children will make beeswax candles themselves.

Green 5 Run

The festival is not just about movies and workshops. As part of the festival, the so-called Green 5 Run will take place. The picturesque, 5-kilometer route along the Vistula boulevards in Krakow next to the Wawel Castle, the Manggha Museum, and also the Bernatka Footbridge connecting the charming districts of Krakow: Kazimierz and Podgórze, will provide runners with a lot of excitement. The ambassador of the race is Krzysztof Ignaczak – World Volleyball Champion 2014.

EkoMalopolska and LIFE

The Environment Department of the Marshal’s Office will present the assumptions of the new project entitled EkoMalopolska and the LIFE integrated project “Implementation of the Air Quality Program for the Malopolska Region – Malopolska in a healthy atmosphere”.

The most important events

In July, in the Malopolska Region:

  • numerous meetings and educational events were organized, attended by nearly 4 000 residents. The largest of them took place in the municipalities of Szczurowa, Chełmiec, Limanowa (city), Słomniki and Bochnia,
  • meetings regarding entry into force of a total ban on the use of solid fuels for heating purposes in Krakow and the Integrated System of Supporting Low Emission Reduction Policies and Programs (ZONE), the implementation of which the Malopolska Region joins in an advisory capacity, were held,
  • 112 inspections were carried out in the field of waste incineration, as a result of which, in 5 cases, violations were recorded.

Advice and assistance to residents

In July, Eco-managers employed under the LIFE program provided direct advisory assistance to the inhabitants of Malopolska Region in terms of:

  • 7 232 people admitted to the office,
  • 1 017 during field visits and meetings,
  • 4 730 by phone,
  • 208 in writing or by email.

Surveys from residents and applications for funding

Eco-managers were also involved in collecting surveys from residents and examining applications for funding. In July:

  • 441 surveys from residents interested in using the co-financing were collected,
  • 429 applications of residents or entities for co-financing were examined and
  • 1 706 agreements with residents or entities for co-financing were signed and 316 such agreements were settled.

Heating base

Additionally, Eco-managers introduced or updated data on 6 231 buildings in the heating base.

C.2. Competence Center

Study visits

On 13–14 and 23–25 July, representatives of KAPE participated in study visits to the municipalities of Limanowa, Bochnia, Wolbrom and Zakopane. During meetings with residents, talks were held about the provisions of the anti-smog resolution, subsidy programs and solutions aimed at improving household energy efficiency.

Total ban on the use of solid fuels for heating purposes in Krakow – meeting at the Krakow City Office

On July 26 there was a meeting of representatives of the Marshal’s Office of the Malopolska Region and the City of Krakow. The purpose of the meeting was to plan the process of controlling furnaces after the entry into force of the total ban on the use of solid fuels for heating purposes in Krakow. During the meeting, attempts were also made to diagnose and solve the most problematic issues related to the replacement of non-ecological heating sources in Krakow.

Eco-intervention form

In July, 28 notifications were received via the eco-intervention form, 23 of which concerned waste incineration, and 5 operation of installations (boilers and fireplaces) or fuel combustion – not in accordance with the requirements of the anti-smog resolution.

C.3. Support for the implementation of the ban on the use of solid fuels for heating in Krakow

Employees employed under the LIFE project were also involved in the verification of applications and settlement of subsidies for boiler replacement. In July:

  • conducted 357 pre-execution inspections and 194 as-built inspections,
  • considered 151 applications of residents and prepared documents, thanks to which 154 grant agreements were concluded and 71 such agreements were settled.

E.2. Local information and education activities in the field of air protection

Educational materials on air protection

Eco-managers in municipalities have prepared and distributed educational materials on air protection. In July:

  • they prepared 10 187 leaflets and brochures and 56 posters,
  • they distributed 5 402 leaflets and brochures and 197 posters,
  • they prepared 2,066 and distributed 10,216 other educational materials (mainly books and coloring books for children).

Meetings and events

In July, Eco-managers organized numerous meetings and events:

  • 2 competitions for children, in which nearly 40 people took part,
  • 2 meetings with residents attended by 60 people,
  • 26 meetings with local leaders (managers of MOPS, representatives of Municipal Heat Companies, PGNIG OD, WFOŚiGW, councilors) with a total of 205 people,
  • 16 other events on air protection, attended by 3 576 people (mainly as part of ecological picnics and municipal outdoor events).

E.3. Creating a network of exchange of experiences with other projects

As part of the exchange of experiences with other projects, representatives of the UMWM participated in numerous meetings and events:

An integrated support system for Low Emission Reduction policies and programs

On July 5, 12 and 24, representatives of the Marshal’s Office participated in meetings organized by the Ministry of Entrepreneurship and Technology in Warsaw regarding the ZONE project (Integrated policy support system and Low Emission Reduction programs).

The purpose of the first meeting was to discuss the reporting module, the second to agree on the scope of data in the dictionaries created in the project, while the third to summarize the legislative work of the project.

The meetings were attended by representatives of the Ministry of Entrepreneurship and Technology (project leader), the Ministry of the Environment, the Ministry of Investment and Development, the National Fund for Environmental Protection and Water Management, the Chief Inspectorate for Environmental Protection and the Krakow Smog Alert Association. The Malopolska Region joins the project in an advisory capacity.

Prevention and mitigation of climate change

On July 18, at the headquarters of the Marshal’s Office of the Malopolska Region, a meeting was held with representatives of poviat starost offices of the Malopolska Region. During the meeting, the participants discussed the implementation and development of EU policies and regulations in the field of climate change prevention and mitigation.

E.4. Promotion of project implementation

In addition, in July Eco-managers:

  • prepared 17 articles in the press and 60 articles and posts on the Internet and in media communities, and additionally used other media 13 times (e.g. wall newspapers and information boards).

The published information concerned, among others air quality, the anti-smog resolution and actions taken by the municipality in the scope of improving air quality.

Last Thursday, on July 18 at the headquarters of the Marshal’s Office of the Malopolska Region, a meeting was held with representatives of poviat starost offices of the Malopolska Region, during which talks were held on the implementation and development of EU policies and regulations in the field of climate change prevention and mitigation. 

The meeting was started by the Deputy Marshal of the Malopolska Region – Mr. Tomasz Urynowicz. In a short speech he emphasized that only joint work and commitment would allow to achieve the assumed goals in the field of climate change

EU climate commitments:

The national target for the share of energy from renewable sources in gross final energy in 2020 for Poland is 15% (currently 10.9%, EU average -17%).

A 20% reduction in greenhouse gas emissions at EU level, an increase in energy efficiency by at least 20%.

By 2030:
reduction of greenhouse gas emissions in the EU by at least 40%,
increasing energy efficiency by at least 32.5%,
• increase in the share of renewable energy sources in the final energy consumption to 32%.

In the further part of the meeting, Deputy Director of the Department of the Environment – Mr. Piotr Łyczko, presented the initial assumptions for the prepared Regional Plan for Energy and Climate for the Malopolska Region. The document will be completed early next year.

The meeting was attended by representatives of all poviat starosties and cities with the rights of the poviats of the Malopolska Region and the Environment Department of the Marshal’s Office.

The most important events

In June, the Malopolska Region Eco-managers:

  • prepared nearly 35 000 and distributed over 30 000 informational and educational materials on air protection, and provided nearly 18 000 pieces of advice to the inhabitants of Malopolska Region,
  • organized meetings and educational events attended by over 20,000 residents. The largest of them took place in the following municipalities: Krakow, Mszana Dolna, Szczurowa, Radziemice, Piwniczna Zdrój, Wieprz, and Nowy Targ (city).

In June, representatives of the UMWM Management Team had advisory and management visits in the municipalities of Bystra Sidzina, Spytkowice, Kocmyrzów – Luborzyca, Koniusz, Szczucin, Dąbrowa Tarnowska, Tomice and Wieprz.

Eco-managers introduced or updated data on 2,689 buildings in the heating base.

C.2. Competence Center

Study visits

On June 2, 14 and 23, representatives of KAPE participated in study visits using an energy bus in the municipalities of Radziemice, Słomniki and Czernichów.

Guide to conducting home furnace inspections

In June, all municipalities, Municipal Guards and Police of the Malopolska Region as well as WFOŚiGW and VIEP received a Guide to conducting home furnace inspections. Its purpose is substantive and methodical preparation for conducting inspections, detecting illegal waste incineration and monitoring compliance with the provisions of the anti-smog resolution.

 What is more, an instructional video was prepared showing the correct methodology for conducting such an inspection.

The prepared material is a summary of a series of training courses in home furnace inspections that took place at the turn of March and April this year.

The guide and instruction film were developed in cooperation with the Medical University of Warsaw and the Institute for Chemical Processing of Coal in Zabrze and the Frank Bold Foundation.

Eco-intervention form

In June, 23 applications were received using the eco-intervention form. All concerned waste incineration.

C.3. Support for the implementation of the ban on the use of solid fuels for heating in Krakow

Employees employed under the LIFE project are involved in the verification of applications and settlement of subsidies for boiler replacement. In June:

  • they carried out 316 pre-execution inspections and 157 as-built inspections,
  • they considered 135 applications of residents and prepared documents thanks to which 111 agreements were concluded and 54 such agreements were settled.

E.2. Local information and education activities in the field of air protection

Educational materials on air protection

Eco-managers in municipalities prepare and distribute educational materials on air protection. In June:

  • they prepared 23 454 leaflets and brochures and 204 posters,
  • they distributed 23 427 leaflets and brochures and 254 posters,
  • they prepared 10 888 and distributed 7 383 other educational materials (books, coloring books for children, pens, cups, ecogames, eco bags, water bottles, notebooks).

Meetings and events

Eco-managers organized numerous meetings and events in June:

  • 13 competitions for children / young people, in which 1 128 people took part,
  • 13 meetings with residents, attended by nearly 1,300 people,
    41 meetings with local leaders (WFOŚiGW energy advisors, municipality heads, village leaders, priests, representatives of local communities, educational units and entrepreneurs, fire protection units) with a total of 219 people,
  • 36 other events on air protection, in which more than 16 thousand people participated in total (mainly as part of ecological picnics, Children’s Day, European Energy Saving Week, Environmental Protection Day and municipal outdoor events).

On June 12, online classes were held using the Malopolska Region Educational Cloud. A lecture on climate change, by Joanna Mieszkowicz from the Aeris Futuro foundation, was listened to by young people from 11 high schools from the Malopolska Region.

E.3. Creating a network of exchange of experiences with other projects

As part of the exchange of experiences with other projects, representatives of the UMWM participated in numerous meetings and events:

Clean Air Forum

On June 12, a representative of the UMWM participated in the next meeting organized by the Krakow Metropolis Association as part of the Clean Air Forum.

The main purpose of the meeting was to implement changes in projects financed from European funds under sub-measure 4.4.1 in connection with the update of the Integrated Territorial Investment Strategy.

During the meeting, progress in the implementation of the innovative Boiler Decommissioning Plan implemented in the municipalities directly adjacent to Krakow was discussed, as well as the possibility of submitting an application to the ELENA project, an instrument supporting investment in the field of energy efficiency of residential buildings.

Areas and ways of supporting clusters under the KlastER project

On June 13, a representative of the UMWM participated in the seminar “Areas and ways of supporting clusters under the KlastER project” organized by the AGH University of Science and Technology in Krakow.

The purpose of the meeting was to discuss the opportunities and barriers to the development of energy clusters in Poland. The meeting was attended by representatives of over 50 clusters, the Ministry of Energy, the National Center for Nuclear Research as well as municipalities and poviats.

Integrated Low Emission Reduction System

On June 18, a representative of the UMWM participated in the meeting at the Ministry of Entrepreneurship and Technology in Warsaw. The meeting was devoted to consultations on developed solutions, in the part concerning data collected as part of the Integrated Low Emission Reduction System (ZONE).

E.4. Promotion of project implementation

What is more, Eco-managers in June:

  • prepared 21 articles in the press, 109 articles and posts on the Internet and in media communities, and used other media 12 times (e.g. Facebook, wall newspapers, information boards).

The published information concerned, among others air quality, the anti-smog resolution, subsidy programs and activities carried out by the municipality in the field of improving air quality.

F.1. Project management

On 17-18 and 24-25 June representatives of the UMWM Management Team carried out advisory and management visits to the municipalities of Bystra Sidzina, Spytkowice, Kocmyrzów – Luborzyca, Koniusza, Szczucin, Dąbrowa Tarnowska, Tomice and Wieprz.

During the meetings, issues related to the current implementation of the project, the most common problems and plans for the next phases were raised.

On Wednesday, July 10 at the Polish Aviation Museum a presentation of an unmanned solar aircraft took place. The Malopolska Region was represented by Deputy Marshal Tomasz Urynowicz.

The project of an innovative, unmanned solar-powered aircraft was created by members of the AGH Solar Plane scientific circle from the AGH University of Science and Technology. Photovoltaic panels were mounted on the wings of the machine. The energy produced is stored in batteries enabling flight at night. The aircraft weighs about 5 kg, and the wingspan is 6 m.

The culmination of the project will be a machine flight along the eastern border of Poland as well as an entry in the international solar competition “TÜBİTAK International Unmanned Aerial Vehicle Competition” in Istanbul, Turkey.

The meeting began with the greeting of guests and project presentations. After the official part, an acrobatic model was presented. The event ended with a demonstrative solar flight.

Today, trainings for employees of municipalities, police as well as municipal and communal guards from the Malopolska Region, on home furnace inspection began.

Participants were welcomed by Tomasz Urynowicz – Deputy Marshal of the Malopolska Region, he reminded that the main goal of the inspection was to eliminate waste burning.

The training was conducted by a consortium composed of the Institute of Chemical Processing of Coal with headquarters in Zabrze and the Frank Bold Foundation with headquarters in Krakow.

Persons participating in the training were practically “step by step” taken through the methodology of collecting furnace waste samples from the ash pan and acquired the ability to distinguish solid coal fuels.

We believe that the knowledge of participants acquired during the training will help municipalities in implementing activities related to reducing low emissions and will enable them to effectively perform inspections.

Each participant received a personal certificate confirming knowledge and skills as well as a set of training materials.

We still have 13 days of training ahead of us, they are very popular. The entire cycle will be attended by over 400 people from the entire Malopolska Region.

Please be reminded that the obligation for municipalities to carry out inspections results from the Environmental Protection Law (Article 379 of the Act), and in the Malopolska Region additionally from the Air Quality Program. Pursuant to its provisions, the obligation to carry out inspections rests with the village heads, mayors and presidents of cities and municipalities.
