New loan for green urban transformation

Bank of National Economy has launched loans to support the green transformation of cities, funded by the National Recovery and Resilience Plan. This programme aims to promote sustainable development and climate neutrality in Polish cities.

Who can benefit from a loan?

Loans are available to a wide range of entities, including:

  • Public institutions such as local government units (municipalities, districts, provinces), universities, cultural institutions and scientific research units.
  • Housing market entities, including housing associations, housing cooperatives, social housing associations and Social Housing Initiatives.
  • Non-governmental, economic and social organisations.
  • Energy communities, such as energy clusters and energy cooperatives.
  • Entrepreneurs making investments through public-private partnerships.

What can a loan be used for?

The loan can be used for projects that reduce negative environmental impacts and lead to climate neutrality, including:

  • Investments in renewable energy sources (RES)
  • Implementation of energy-efficient lighting technologies
  • Green solutions in public and non-residential buildings
  • Creation of green infrastructure in public spaces
  • Development of distributed and civic energy, including energy clusters
  • Water management, air monitoring and smart city technologies
  • Development of zero-emission urban transport
  • Increasing green areas in cities
  • Education and training in green transformation

Loan conditions

The loans offer favourable financial terms:

  • Loan amount: from PLN 2 to 500 million
  • Interest rate: up to 0% with the possibility of a 5% capital remission
  • Repayment period: up to 20 years
  • Repayment grace period: up to 24 months from project completion
  • No fees or commissions for granting and servicing the loan
  • Possibility of financing up to 100% of the project’s eligible costs

Loans do not include financing for VAT or expenditure declared for settlement under other EU or national programmes.

How to make an application?

The call for applications is open and continuous, but may be terminated if funds are exhausted. Deadlines are:

  • Conclusion of loan agreement: by 31 August 2026.
  • Disbursement of funds: by 31 December 2027.
  • Completion of the project: by 31 December 2030.

Applications can be submitted electronically, bearing a qualified electronic signature, to the email address of the relevant region of the Bank of National Economy. Before submitting an application, it is recommended to contact the Bank of National Economy to consult the requirements and conditions.
