Summary of LIFE Malopolska – August 2021

Main events

  • On August 4, a stationary meeting with residents was held as part of public consultations on the introduction of a local anti-smog resolution in the commune of Czarny Dunajec.
  • On August 13, a meeting was held with the Ministry of Culture and National Heritage and the National Fund for Environmental Protection and Water Management on the development of a pilot project to strengthen the implementation of the Clean Air program in Małopolska.
  • On August 19, an online meeting with eco-managers was held on the implementation plan and the course of the fourth phase of the LIFE Project.
  • On August 31, a meeting with the Provincial Inspectorate for Environmental Protection was held. During the meeting, the ways of verifying the degree of implementation of municipal tasks under the Air Protection Program for the Małopolskie Voivodeship for 2017-2019 and the new POP 2020 were discussed. The issues related to the conduct of VIEP inspections in communes were analyzed and the most effective methods of verifying the actual implementation of tasks resulting from POP 2017 and 2020 were determined.
  • Eco-managers distributed over 13 thousand information and educational materials and gave over 10 thousand pieces of advice to Małopolska residents.

C.1. Eco-managers

Advice and help for residents

In August, Eco-managers employed under the LIFE Program provided advisory assistance to the inhabitants of Małopolska in the amount of:

  • 4 202 persons admitted in the office
  • 4 837 by telephone
  • 456 in writing or by e-mail
  • 827 during visits

158 inspections were carried out at residents regarding waste incineration. In 10 cases, violations were found.

Questionnaires from residents and applications for funding

Eco-managers were involved in collecting surveys from residents and processing applications for funding.

In August 2021:

  • 267 questionnaires were collected from residents interested in benefiting from the funding,
  • 370 applications of residents or entities for co-financing were examined,
  • 373 agreements with residents or entities for co-financing were signed and 324 such agreements were settled.

The eco-managers entered or updated data on 2 103 buildings in the heating database.

C.2. Competence Centre

List of low-emission heating appliances

The list of low-emission solid fuel heating appliances that meet ecodesign requirements, available at www.powietrze.malopolska.pl, includes a total of 373 boilers and space heaters.

Eco-intervention” application

305 applications were received in August. The application is available at https://ekomalopolska.pl/app/ekointerwencja/index.html.

It can be specified:

  • 201 reports on air pollution,
  • 78 illegal waste disposal,
  • 26 other reports.

The hotline operated by the Competence Centre of UMWM responded to over 200 phone calls.

Public consultations of local anti-smog resolutions

On August 4, a stationary meeting with residents was held as part of public consultations on the introduction of a local anti-smog resolution in the commune of Czarny Dunajec. During the meeting, the residents could ask about all their bothering issues related to the implementation of the anti-smog resolution in the local commune, to which the Deputy Director of the Environment Department of the Marshal’s Office provided answers.

Meeting with eco-managers

On August 19, an online meeting with eco-managers was held on the fourth phase of the LIFE Project. During the meeting, the subject of the action plan and the course of the fourth phase of the Project were discussed, as well as answers to the questions asked by the eco-managers in this area.

D1. Monitoring the effects of implementation of the Air Quality Plan for Małopolska Region (MPOP)

On August 31, a meeting with the Provincial Inspectorate for Environmental Protection was held. During the meeting, the ways of verifying the degree of implementation of municipal tasks under the Air Protection Program for the Małopolskie Voivodeship for 2017-2019 and the new POP 2020 were discussed. Educational materials on air protection

Eco-managers in municipalities:

  • prepared 10 681 leaflets and brochures and 9 posters,
  • distributed 11 222 leaflets and brochures as well as 179 posters,
  • prepared 3 199 and distributed 1 839 other educational and promotional materials (promotional materials, leaflets related to the Clean Air Program).

Meetings and events

Eco-managers organised meetings and events:

  • 2 meetings in school, attended by 30 people,
  • 25 meetings with citizens, attended by 236 people,
  • 32 meetings with local leaders, with a total of 266 people.
  • 19 other air protection events attended by 5 867 people.
Meeting with residents

Eco-managers in municipalities prepared:

  • 10 press articles,
  • 86 articles and posts on the Internet and social media,
  • Other media were used 9 times

and took part in media information related to the project:

  • 38 radio or TV broadcasts.

E.3. Creating networks for exchanging experience with other projects.

On August 13, a meeting was held to develop a pilot project to strengthen the implementation of the Clean Air program in Małopolska. The meeting was attended by representatives of the Ministry of Climate and Environment, the National Fund for Environmental Protection and Water Management and the Department of Environment of the Marshal’s Office.
