Electromobility – recruitment for new programmes

The Ministry of Climate and the National Fund for Environmental Protection and Water Management are launching three new electromobility programmes, aimed at various beneficiaries, for a total of nearly PLN 150 million. The call for applications for the “Green Car”, “eVAN” and “Koliber” programmes started on 26 June this year.

The ongoing COVID-19 epidemic requires us to start looking for solutions to stimulate the economy. We have the ambition that economic recovery will show new paths for development and growth, green growth, that is why we support the development of electromobility so much. We estimate that the total impact of our three new programmes on the Polish economy is around PLN 700 million.

We should remind that the ‘Green Car‘, ‘eVAN‘ and ‘Koliber‘ are part of a larger Green Investment Plan, which offers a total available funding budget of around PLN 7.8 billion in 2020, and the total impact of these programmes on the economy is over PLN 22 billion.

The National Fund for Environmental Protection and Water Management will subsidise the purchase of electric vans (up to PLN 70,000) and taxis (up to PLN 25,000), which will have the greatest environmental effect, as these cars have the highest annual mileage.

Green car – electric cars for individuals

The aim of the programme

The avoidance of air pollutant emissions by subsidising projects to reduce energy and fuel consumption in transport – by supporting the purchase of purely electric vehicles for private purposes.

The programme provides for the possibility of co-financing undertakings consisting in the purchase of new vehicles of M1 category, referred to in Annex 2 to the Act of 20 June 1997. – Road Traffic Law (Journal of Laws of 2020, item 110, as amended), using only electric energy accumulated through connection to an external power source for driving.

A new vehicle means a brand new vehicle which has not been registered before purchase.

The vehicle purchased under the project may not be used for economic activity within the meaning of EU competition law, including agricultural activity. i.e. it cannot be used to offer goods or services on the market, in particular for the provision of transport services or passenger transport, including occasional transport, and cannot be made available on the market in any other form, and cannot be the subject of lease. The vehicle purchased under the project may not be entered into the register of fixed assets used in business activities.

Closing date for submitting applications

Applications for funding in the form of grants should be submitted from 26.06.2020. – 31.07.2020 but not longer than until the allocation funds are exhausted.

Prepared grant applications should be submitted in an electronic version by the Grant Application Generator (“GWD”) available at http://gwd.nfosigw.gov.pl. 

Recruitment budget

The budget for the implementation of the programme objective is up to PLN 37 500 000. The subsidy will be granted in the form of a grant.

Intensity of co-financing

Up to 15% of the project’s eligible costs, not more than PLN 18 750. The purchase cost (purchase price) of an electric vehicle is eligible. The purchase cost (purchase price) of an electric vehicle may not exceed PLN 125,000.

eVAN – electric vans and charging points

Call for proposals within the framework of the priority programme “eVAN – co-financing of the purchase of an electric commercial vehicle (N1)”.

The aim of the programme

The programme provides for the possibility of co-financing projects aimed at supporting zero-emission transport:

– purchase/leasing of new electric vehicles using only electrical energy accumulated through connection to an external power source,

– the purchase of a charging point with a power less than or equal to 22 kW.

The term “new electric vehicle” means a vehicle of category N1 as referred to in Annex 2 to the Law of 20 June 1997. – Road Traffic Law (Journal of Laws of 2020, item 110, as amended), which is brand new and which was not registered before purchase/leasing.

Closing date and method of submission

Applications for funding in the form of grants should be submitted in the period from 26.06.2020. – 31.07.2020, however, no longer than until the allocation funds are exhausted

Intensity of co-financing

– up to 30% of eligible costs, but not more than PLN 70,000 for the purchase/leasing of electric vehicles (the cost of purchasing a charging point is not included),

– up to 50% of the eligible costs, but not more than PLN 5,000 for the purchase of a charging point up to 22kW.

Koliber (Hummingbird)- subsidy for the purchase of taxis

Call for proposals under the priority programme ‘Koliber (Hummingbird) – a taxi good for the climate – pilot’ dedicated to passenger transport operators.

The aim of the programme

The programme provides for the possibility of subsidising projects aimed at supporting zero-emission passenger transport:

– Purchase/leasing new electric vehicles using only electrical energy accumulated through connection to an external power source,

– the purchase and installation of a charging point with a power less than or equal to 22 kW.

New electric vehicle” means a vehicle of category M1 as referred to in Annex 2 to the Law of 20 June 1997. – Road Traffic Law (Journal of Laws of 2020, item 110, as amended), which is brand new and which was not registered before purchase/leasing.

Closing date and method of submission

Applications for funding in the form of grants and loans should be submitted in the period of 26.06.2020. – 31.07.2020, however, no longer than until the allocation funds are exhausted.

Prepared applications separate for an application for a grant and a loan should be submitted in an electronic version by the Generator of Applications for Financing (“GWD”) available at http://gwd.nfosigw.gov.pl.

Recruitment budget

The budget for the implementation of the programme’s objective is up to PLN 40 000 000, of which: 1) for non-returnable forms of co-financing – up to PLN 25,000,000, 2) for returnable forms of co-financing – up to PLN 15,000,000.

Forms of co-financing

The funding will be provided in the form of grants and loans, in accordance with the priority programme.

Intensity of co-financing

Intensity of funding for grants:

co-financing in the form of a subsidy of up to 20% of the eligible costs of the project, but not more than PLN 25 thousand,

The intensity of the funding for the loan:

grant in the form of a loan of up to 100% of the eligible costs, but not more than the difference between the value of the eligible costs of the project and the grant awarded for this project.

Beneficiaries

A micro-entrepreneur, small entrepreneur or medium-sized entrepreneur within the meaning of the Act of March 6, 2018 – Entrepreneurs Law.
