Summary of LIFE Malopolska – February 2023

Main events

  • On 7-10 February in the Marshal’s Office of the Małopolska Region an inspection of the implementation of the project LIFE “Małopolska in a healthy atmosphere” was conducted by the National Fund for Environmental Protection and Water Management, which subsidizes the Project’s operations.
  • In February the last air quality sensors were installed, together with LED displays, which show the results. The equipment was distributed to over 100 schools in the Małopolskie Voivodeship. The system consists of a sensor measuring air pollution and a screen, which presents the collected data. The results of the measurements are also displayed on the website www.powietrze.malopolska.pl. The installation of the measuring instruments is meant to raise awareness among residents about the gravity of the threat that is posed by the pollution of the air we breathe. The equipment is installed outside of buildings, so not only students, but also passers-by may have access to the results of measurements.
  • On 9-10 February a meeting of the LIFE projects from across Poland was held at the Centre for Nature Education in Umianowice. It was organised by the Complex of Świętkorzyskie and Nida Landscape Parks, which is the beneficiary managing the project LIFE4Delta. The meeting was an opportunity to exchange experiences between projects tackling different aspects of environment and climate protection.
  • On 15 February a webinar entitled “The Central Register of Final Energy Savings (CROEF)” was held. The meeting was attended by representatives of the Competence Centre. During the training the main principles of the CROEF were presented. The fundamental concepts relating to energy efficiency were discussed.
  • On 16 February representatives of the Competence Centre participated in a meeting concerning the analytical-reporting module of the ZONE system and its functioning related to the specific groups of users.
  • Eco-managers distributed a total of more than 77 thousand informational and educational materials and gave over 12 thousand pieces of advice to residents of Małopolska.

Advice and help for residents

In February Eco-managers working on the LIFE program provided the following counselling assistance to the residents of Małopolska:

  • 5,582 people received in the office
  • 5,648  by telephone
  • 342 in writing or by e-mail
  • 566 during on-site visits

953 inspections of residents’ households regarding waste incineration were undertaken. In 19 cases, violations of regulations were found.

Surveys from residents and funding applications

Eco-managers were involved in collecting applications for funding from residents. In February 2023:

  • 305 applications were collected from residents interested in benefiting from funding for heat source replacement.

Eco-managers entered or updated data on 7,278 properties in the Central Energy Efficiency and Building Heating Records (CEEB).

C.2. Competence Centre

,,Eco-intervention” application

In February, 418 reports were accepted. The application is available at https://ekomalopolska.pl/app/ekointerwencja/index.html.

Specifically there were:

  • 273 air pollution reports,
  • 118 illegal waste disposal reports,
  • 19 were related to sewage and wastewater discharges,
  • 8 were classified as other types of reports.

The Competence Centre responded to more than 185 inquiries directed to the UMWM in the form of e-mails and 210 telephone inquiries.

Meeting with an expert

The National Energy Conservation Agency held one event in February as part of its online “Meeting with an Expert” training, in which Eco-managers participated:

01.02 – Up-to date sources of energy efficiency funding,
15.02 – The Central Register of Final Energy Savings.

Webinar “The Central Register of Final Energy Savings (CROEF)”

On 15 February a webinar “The Central Register of Final Energy Savings (CROEF)” was held. The meeting was attended by representatives of the Competence Centre and of local governments from across Poland. During the training the main principles of the CROEF and were fundamental concepts relating to energy efficiency were presented. Furthermore, the types of energy efficiency measures undertaken by the final recipient were discussed. The mechanism of entering information into the CROEF system and the new functions of the nation-wide register were presented.

Meeting concerning the analytical-reporting module of the ZONE system

On 16 February a meeting concerning the analytical-reporting module of the ZONE system and its functioning related to the specific groups of users. The participation of the representatives of the Competence Centre in meetings organised by the General Office of Building Control (GUNB) is consultative and advisory in nature.

Educational materials on air protection

Eco-managers in municipalities:

  • distributed 65,553 flyers and brochures and 64 posters,
  • prepared and distributed 11,749 other educational and promotional materials (promotional materials, leaflets related to the Clean Air Programme, board games and school materials for children).

Meetings & Events

Eco-managers organized meetings and events:

  • 2 competitions for children and youth with 27 participants,
  • 15 school and kindergarten meetings attended by 313 people,
  • 15 meetings with residents attended by 300 people,
  • 21 meetings with local leaders, totalling 135 people.
  • 6 other air protection events with 3,487 attendees.

Use of media

Eco-managers in municipalities prepared:

  • 13 articles in the press,
  • 78 articles and posts online and in social media,
  • 32 times other media were used

and participated in media releases related to the project:

  • 1 radio or TV broadcast.

E.3. Networking with other projects
