The central register of final energy savings is now operational
On 1 January 2022, the Central Register of Final Energy Savings (CROEF) became operational. The Institute of Environmental Protection – National Research Institute is responsible for the functioning of the nationwide register.
What is CROEF and what was its purpose?
CROEF is a register created in an ICT system, collecting data on final energy savings achieved as a result of the implementation of national and EU programmes. The creation of this tool is an effect of changes introduced to the act on energy efficiency. The document adjusts the Polish regulations to the arrangements in force in the European Union.
The aim of the database is to effectively complement the operation of the system of energy efficiency certificates, commonly known as white certificates. The register is intended to be an additional means of increasing the efficiency of energy consumption. The Energy Efficiency Law defines a specific target for final energy savings. Poland is obliged to achieve this target by the end of 2030. CROEF was established to calculate energy savings resulting from alternative measures.
Thanks to the new solution, it will be possible to reduce or even completely avoid the risk of double counting of energy savings. This applies mainly to entities benefiting from multiple support schemes.
The project is funded by the National Fund for Environmental Protection and Water Management.
What does the registry contain?
The register contains information on the details of the measures, such as the type of measure to improve energy efficiency, the manner in which the amount of final energy savings achieved is verified, the period over which the savings were achieved and the amount of cumulative final energy. These savings are reported in the unit 1toe, i.e. tonne of oil equivalent per year.
Who can enter data?
Users with special rights can enter information into the Register. These include first of all representatives of the Institute of Environmental Protection – National Research Institute, as data administrators. Ministers responsible for climate, public finance and economic development also have these powers. The authorized organizational units also include, among others: Center for EU Transport Projects, National Fund for Environmental Protection and Water Management together with Provincial Funds for Environmental Protection and Water Management, Bank for Environmental Protection, Bank Gospodarstwa Krajowego and local self-government units.
The creation of a central register of final energy savings is an important initiative. It may improve the process of managing energy efficiency improvement mechanisms in Poland.
